Fr. Villarin
\nexplained that a demographic dividend refers to accelerated economic growth
\nthat happens when a country\u2019s working-age population, 15 to 64 years old,
\nbecomes larger than its dependent population, children and the elderly.<\/p>\n
\u00a0<\/p>\n
\u201cOur labor
\nsupply will be more than the ones who are old and the ones who are still mga
\nmusmos,\u201d he said.<\/p>\n

However, he
\nstressed that such a dividend is not automatic. It requires deliberate and
\nsustained investment. He outlined four critical areas: education, health,
\nlivelihood, and governance.<\/p>\n

The work, he
\nunderscored, must begin now. By 2040, today\u2019s students will make up the
\nnation\u2019s labor force. \u201cWalang shortcut sa edukasyon,\u201d he implied. The question
\nis not merely whether students graduate, but whether they are truly prepared,
\nfully formed, competent, and ready for the demands of work and nation-building.<\/p>\n

\nleadership, Fr. Villarin acknowledged the emotional realities leaders face.<\/p>\n

\u201cMaraming
\numaasa sa atin,\u201d he said. Leaders experience waves of hope and discouragement.
\nThere are moments of inspiration, and moments of fatigue. The key, he advised,
\nis awareness: recognize these waves. \u201cPitasin ang pag-asa. Huwag pitasin ang
\nkawalan ng loob.\u201d Choose hope, not despair.<\/p>\n

He further
\nemphasized the indispensable role of governance.<\/p>\n

\u201cMahalaga ang
\ngovernance. Mahalaga ang pamumuno. Mahalaga ang pagkumpas.\u201d Without a
\nconductor, music falls into disarray. Without leadership, tones clash, people
\ncollide, the strong dominate, the wealthy prevail, and the weak are left
\nbehind. Governance, he stressed, ensures harmony, justice, and inclusion.<\/p>\n

\nchallenged leaders to use power and resources not for personal gain, family
\nadvantage, or tribal loyalties, but for those without power and wealth

\u201cPitasin ang

\nwalang yaman,\u201d he urged. It is time, he said, to confront and change harmful
\nhabits that perpetuate inequality.<\/p>\n
