In August 2026, HDF Energy signed a Memorandum of Understanding with the Department of Transportation and the Mindanao Development Authority to deploy its Renewstable® hydrogen power plants across the country. Hynfra’s $1.5 Billion Mindoro Project
Polish developer Hynfra secured a local partner for a $1.5 billion green hydrogen and ammonia project on the island of Mindoro. This is not a pilot. It is industrial-scale ammonia production targeting export and domestic industrial use.
The Policy Framework Catches Up
On July 8, 2026, the DOE issued Department Circular No. DC2026-07-0016, amending the National Policy and General Framework, Roadmap, and Guidelines for Hydrogen Energy Development. The circular clarifies that green hydrogen initiatives may qualify for incentives under the Renewable Energy Act. This is the regulatory signal developers needed to move from MoU to financial close.
Why Hydrogen Matters for a Grid With Too Much Solar
The Philippines is adding solar at a pace that is beginning to strain midday grid absorption. Hydrogen storage offers a solution that batteries alone cannot match: long-duration, seasonal-scale storage that can be converted back to electricity or used as industrial feedstock. For off-grid provinces like Marinduque, hydrogen-integrated power plants represent a path away from diesel dependence. President Ferdinand Marcos Jr. announced hydrogen power projects in Marinduque and other off-grid provinces in July 2026.
